Drug czar's doc wouldn't answer my question

http://www.abovetheinfluence.com/help/ask-the-doc.aspx I asked the above website, the drug czar's kids campaign, on the "ask the doc" section, that whether should non-violent drug users to receive treatment rather than jail, they never gave me the answer.
